Power cycle the module completely.

After what seemed like an eternity, Alex successfully changed the IMEI of his Quectel EC25. He was relieved and proud of himself for overcoming the challenges. He verified that the new IMEI was recognized by the module and that it was working as expected. Power cycle the module completely
