The desktop version of VRCX is built using a framework that does not natively compile to Android. However, the developer has enabled Progressive Web App (PWA) support. This means that while there isn't a "download VRCX for Android" button on the Play Store, you can run a modified web-based version of VRCX inside your mobile browser.
